Teacher and amateur botanical artist was born in England and trained as a teacher in Birmingham. He married in 1882 and moved to Bermuda. They migrated to Victoria in 1890 and moved to Western Australia about 1895. In 1896-1918 he was employed by the Education Department and taught at North Perth, South Perth, Gingin, Burswood, Osborne Park and Broomehill. He recorded the botany of each of these areas in a series of botanical paintings that he kept in albums: Compositae , Stylidiacae etc. He donated his paintings to the Western Australian Naturalists Club. Hall exhibited black and white drawings with the West Australian Society of Arts in 1901 and 1903.
